Abstract 

The 3D National Topography Model (3DNTM) Data Collaboration Announcement (DCA) is a vehicle for partnering with the USGS and other Federal agencies to cooperatively acquire high-resolution 3D elevation and 3D hydrography data.  The 3D Elevation Program (3DEP) DCA web mapping application displays the boundaries of 3DEP lidar acquisition projects resulting from partnership proposals solicited through the annual DCA. The partnership process began in 2015 and was formerly known as the Broad Agency Announcement (BAA) until 2022. 

3DEP collaborates with a wide range of stakeholders to share costs of topographic data acquisition in support of collective mission and business requirements. The DCA/BAA is open to the broadest stakeholder community possible including federal, state, local, and tribal governments, academia, nonprofits and the private sector. The BAA and DCA projects, along with Federal partnerships, comprise the full set of data acquired. A map showing all 3DEP data that is available or in-progress is accessible on the 3DEP website. 

Projects that both augment Federally funded projects and support state and local needs are selected by the USGS from the DCA/BAA applications. Selections are based on published criteria which prioritize areas devoid of lidar coverage, geographic size and location of the project, and applicant cost share. USGS funding is used to award and expand Federal and BAA projects and for lidar acquisition in support of DOI and USGS high priority initiatives.  The final geographic extents of each data acquisition project are determined by the USGS, Federal and/or state/local/other partners who fund the project to meet their mission needs.

  • Fiscal year of the project 
  • State  
  • 3DEP project name 
  • The primary award recipient 
  • Contracting mechanism (Geospatial Products and Services contract or Financial Agreement) 
  • Lidar Quality Level 
  • Project size in square miles 
  • Description of the project provided by the DCA/BAA applicant
