Connector EDH Specification Change

Four new feature codes added to the Connector FType (334) to carry 3-D information into the EDH data model, fill data gaps within the existing model and clarify the data acquisition process. All new FCodes will be rolled into the generic Connector FType when conflated to the NHD. Culvert conflation rules will be superseded by the generic Connector. For legacy EDH data collected using Drainageway in non-headwaters situations, the features should be conflated into NHD as Connectors. These connector features should be captured as events so that they may be distinguished as appropriate in the future 3DHP dataset schema.
