Area of Complex Channels EDH Specification Change

The area of complex channels features found in the National Hydrography Dataset are not practical to collect from elevation data and do not fit within the scope of 3DHP hydrography acquisition projects. This proposal is to remove the area of complex channels feature type from the Elevation-Derived Hydrography Acquisition Specifications, and the Elevation-Derived Hydrography Representation, Extraction, Attribution, and Delineation Rules. This proposal is not to remove the areas of complex channels feature type from the National Hydrography Dataset schema.
