Detailed Description

This Final Programmatic Environmental Impact Statement (EIS)/Overseas Environmental Impact Statement (OEIS) (hereafter called PEIS) for Marine Seismic Research funded by the National Science Foundation or Conducted by the U.S. Geological Survey has been prepared by the National Science Foundation (NSF) in compliance with the National Environmental Policy Act (NEPA) of 1969 (42 United States Code [USC] §4321 et seq.); the Council on Environmental Quality (CEQ) Regulations for Implementing the Procedural Provisions of NEPA (Title 40 Code of Federal Regulations [CFR] §§ 15001508); NSF procedures for implementing NEPA and CEQ regulations (45 CFR 640); and Executive Order (EO) 12114, Environmental Effects Abroad of Major Federal Actions. NSF is the proponent for the NSF-funded marine seismic research and is the lead agency for the preparation of this Final PEIS. The National Oceanic and Atmospheric Administration (NOAA) and U.S. Geological Survey (USGS) are cooperating agencies.
