Dr. Ngozi Butler-Guerrier is the EEO Director, Office of Diversity and Equal Employment Opportunity (DEO). She is responsible for advising the USGS Executive Leadership Team (ELT) on all aspects of equal employment opportunity (EEO), diversity management, civil rights, and related employment issues that affect the bureau’s diverse workforce.

Dr. Ngozi Butler-Guerrier was announced as the new director of the USGS Office of Diversity and Equal Opportunity (DEO) on June 3, 2024. In this role, she provides guidance, training, and other assistance on equal employment opportunity (EEO) Title VI Public Civil Rights, and diversity, equity, inclusion, and accessibility (DEIA) related matters to managers, supervisors, and employees. She also manages the discrimination complaints programs and coordinates hearings and appeals with the Department of the Interior (DOI), the Equal Employment Opportunity (EEO) Commission, and DOI’s Office of the Solicitor.   

Dr. Butler-Guerrier is a recognized expert on providing leadership, planning, coordination, integration, and execution of EEO and DEIA programs. Her career spans more than 20 years in the private and federal sectors. She most recently served as the EEO/DEIA Director of the Office of Inclusion and Civil Rights at the National Oceanic and Atmospheric Administration. Her previous positions include the EEO director at the Defense Nuclear Facilities Safety Board and the Special Emphasis Program manager at the Veterans Benefit Administration. She holds degrees from Florida Atlantic University, the University of Phoenix, and Argosy University.
