StreamStats regression equation updates for Georgia

A StreamStats migration in September of 2016 updated regression equations for Georgia StreamStats.

New regression equations were released in Georgia StreamStats for estimating peak-flow frequencies for urban and small, rural streams. The report containing these equations is:
