1. Purpose. This Survey Manual (SM) chapter delegates authority necessary to perform real property management functions at the U.S. Geological Survey (USGS).
2. Scope. This SM chapter applies to all employees responsible for real property management activities.
3. Authority. Per 205 Departmental Manual (DM) 10, Real Property Management, the Secretary of the Interior delegates real property management authority to the Assistant Secretaries. The Assistant Secretary for Water and Science redelegates this authority to the USGS Director in 220 DM 5, Acceptance of Conveyance, and 220 DM 10, General Administrative Delegation. Appendix A, USGS Delegations of Real Property Management Authority, redelegates the Director’s real property management authority to other officials at various levels within the Bureau. Managers and supervisors do not relinquish the power to exercise the authority when they further redelegate this authority to their subordinates.
4. Policy. USGS managers and supervisors to whom the USGS Director has redelegated real property management authority determine further redelegation authority as they deem appropriate. General provisions regarding policy and limitations on delegations are established in SM 200.1, Delegations, and general provisions regarding policy and guidelines on redelegations are established in SM 200.2, Redelegations.
5. Definition. Real Property – Permanent, tangible property such as land and buildings.
6. Responsibilities. Authorized officials for specific real property management actions are provided in Appendix A to this SM chapter.
