High quality elevation and hydrography data are critical to flood risk management, hydrologic modeling, infrastructure construction, resource management, conservation, energy development, agriculture, and a host of other nationally significant applications. The 3D Elevation Program (3DEP) and 3D Hydrography Program (3DHP) are managed by the U.S. Geological Survey (USGS) on behalf of the community of Federal, State, local, Tribal, and other partners and users of elevation and terrestrial hydrography data.
The USGS 3D National Topography Model (3DNTM) initiative updates, improves, and integrates USGS elevation and hydrography data to model the Nation in 3D.
As part of the 3DNTM implementation, the USGS National Geospatial Program (NGP) changed its process for finding and selecting partnerships beginning in federal fiscal year (FY) 2024. The revised and streamlined structure is called the 3DNTM Data Collaboration Announcement (DCA). The DCA includes data acquisition partnerships for both 3DEP and 3DHP. The DCA is open to the broadest stakeholder community possible including Federal, State, and local governments, Tribes, academia, nonprofits and the private sector. The final geographic extents of each data acquisition project are determined by the USGS, Federal and/or State/local/other partners who fund the project to meet their mission needs.
The 3DNTM DCA replaced the 3DEP Broad Agency Announcement (BAA) which was established in 2015. The BAA provided a fair and open process for developing 3DEP data acquisition partnerships to support community needs for high quality topographic information. The best practices established in the BAA will continue to be used for the 3DNTM DCA. The transition to the DCA in FY 2024 was the first year a partnership process was available for 3DHP.
