Roles and Responsibilities for Position Sensitivity Changes

Individuals involved in the Process

 

USGS Security Manager

  • Issues a National Security Information Clearance Certification whenever there is a change in an employee’s clearance level. This documentation is issued to the Regional Security Officer.
  • Forwards copy of Clearance Certificate to the Headquarters Personnel Position Sensitivity Coordinator (Employee Relations).
  • Forwards copy of Clearance Certificate to the Headquarters Drug Testing Coordinator (Employee Relations).

Headquarters Personnel Position Sensitivity Coordinator (Employee Relations)

  • Monitors FPPS to ensure changes are made.
  • Contacts Servicing Human Resources Office and/or supervisor if FPPS action is not initiated in timely manner.

Headquarters Drug Testing Coordinator (Employee Relations)

  • Issues notice to employee of being subject to random drug testing.
  • Issues notice to employee of being removed from random drug testing pool.

Regional Security Officer

  • Maintains records of security clearance certificates for regional employees.
  • Forwards a copy of the clearance certificate to the employee’s supervisor* or local security officer.
  • Informs the supervisor of their responsibility to initiate a personnel action to change the position sensitivity designation in the Federal Personnel Payroll System and the employee’s Official Personnel Folder. We recommend this be done via email so there is a record of the notification.

*On occasion, the individual who sponsored the National Security Clearance may not be the employee’s supervisor. In that instance the Regional Security Officer is responsible for determining who is the supervisor and insuring the supervisor is informed of their responsibility to initiate the FPPS personnel action to change the position sensitivity designation.

  • When a clearance is terminated, the supervisor is to be informed of their responsibility to change the position sensitivity designation in the Federal Personnel Payroll System and the employee’s Official Personnel Folder. We recommend this be done via email so there is a record of the notification.

Supervisor

  • Informs the subject of the awarded security clearance level.
  • Contacts the Administrative Officer or other appropriate individual in the organization to request the FPPS personnel action be initiated.
  • For organizations serviced by the Headquarters Human Resources Office, the supervisor is to submit a request to the servicing Human Resources Specialist to initiate the personnel action.

Administrative Officer or other appropriate individual

  • Initiates a FPPS action for an Administrative Change, Code 41. Makes a note in the remarks section to: “Change the position sensitivity code from “X” to “Y” (see clearance levels and FPPS codes below). The statement in the remarks section of the FPPS action and approval of this action by the Approving Official serves as management’s request to process this action. No further documentation is required.
  • If the position sensitivity level requires the position be subject to Drug Testing (see below) the following remark should also be included: “This position is subject to Drug Testing.”

Human Resources Staff

  • Change the FPPS action from an Administrative Change to a NOAC 903, Change in Position Sensitivity Code, and process the FPPS action.
  • Correct coding on the PD coversheet
  • If appropriate, mark coversheet as subject to drug testing.
