USGS EXCELLENCE IN LEADERSHIP AWARD

Jeffrey T. Armbruster

In recognition of his outstanding contributions to the design and implementation of the Leadership Development Program in the U.S. Geological Survey.

The USGS Strategic Plan identifies "people" as one of four strategic long-term goals of the organization. A focus of that goal is to create a leadership-centered culture throughout the bureau, one that emphasizes the importance of people in ensuring the conduct of high-quality science for the benefit of the public. Mr. Armbruster welcomed the opportunity and challenge to orchestrate this fundamental shift in how the organization viewed its most important resource. His vision of a back-to-basics leadership course that would focus on leading from the heart became a reality in early summer of 1999. The "Shepherdstown experience," as it is known, has now touched the lives of 150 USGS employees, introducing them to the practice of principle-centered leadership, the importance of ethical behavior, the leader-manager, and perhaps most importantly, the leader as servant. These first disciples of leadership are sharing this message with colleagues throughout the bureau through formal communication, but more significantly by example, and they are honing their personal skills and leadership competencies through follow-on training in the second year. As "chief people advocate" in the USGS, Mr. Armbruster has opened the minds and hearts of aspiring leaders throughout the organization. The bureau can be nothing but better as a result of his vision and inspiration. For his exceptional contributions to the creation of a leadership-centered culture in the U.S. Geological Survey, Jeffrey T. Armbruster is granted, as an honorary recipient, the first USGS Excellence in Leadership Award.
